STRENGTHENING OF QUALITY STANDARDS OF PHYSIOTHERAPY PROFESSIONAL PRACTICE IN COLOMBIA

Background: The Colombian Association of Physiotherapy - ASCOFI, National University of Colombia (Universidad Nacional de Colombia) and the International Committee of the Red Cross-ICRC established an inter-institutional cooperation agreement whose objective is the improvement and assurance of the quality conditions of Physiotherapy services and of the interventions that are carried out from these services, with emphasis on low and medium complexity in different regions from the country.

Purpose: Develop a strategy of appropriation of the Quality Standards proposed by the ICRC, in the Attention Services in municipalities of Colombia.

Methods: A descriptive multicenter, cross-sectional study on compliance with quality standards in Physiotherapy services in the country. Based on the standards previously defined by the ICRC and adapted to the Colombian context, the application of a survey was carried out, in which it was specified which standards are applied in the physiotherapy services. The survey was reviewed by experts (19 experts), belonging to each of the regions in order to review the relevance of its content and the adequacy of the language. The physiotherapists linked to the physiotherapy services, registered in the Registry of Health Providers, were contacted. This contact revealed that there are 584 services that could be contacted and a total of 284 surveys were carried out (95% confidence -0.05 error).

Results: The results obtained were categorized according to the level of compliance with each standard in High compliance (80% or greater), high-risk compliance (60%-79%), and non-compliance (equal to or less than 59%). It was found that the standards related to evaluation and decision-making for the treatment of users, human talent, and maintenance of equipment and infrastructure, were found at high-risk levels (60%-79% of services complied with these standards) and that the standards related to strategic planning and service achievement indicators, and to the management of user information confidentiality and user privacy were at the level of non-compliance (59% or less). The other standards were above 80% compliance. After this, a 40-hour training process was carried out in remote face-to-face format, to 30 professionals - academics, on the standards and processes of advice and support to the physiotherapy services that had participated in the study, who carried out the support for 2 -3 months for service coordinator professionals, in order to generate appropriation and management of service quality indicators and achieve improvement in compliance indicators.

Conclusions: There is a low appropriation and application of service quality standards, together with a low involvement of physiotherapy professionals in the management of services, which is related to the conditions of labor relations that do not favor the relationship of professionals to the management of the service and with conditions of organization of the provision of services that do not promote the relationship of professionals to the management nor to the adherence to the quality standards.

Implications: Adherence to compliance with quality standards must be assumed by the professional community, with the aim to ensure the quality of services.
