There is not legal permission for private practice. there is no regulation or licence for private practice but graduate physiotherapists are working at the government hospitals and private hospitals.

*Direct access means a person can refer themselves to a physiotherapist without referral from another health professional
What are the circumstances in which direct access is limited?
Setting (eg. outpatient, private practice, school setting, prevention and wellness, etc)
Population/health condition (eg. musculoskeletal, non-complex, etc)
Time (eg. medical referral required if treatment is needed beyond 30 or 60 days)
Training (eg. certification, academic training, or CPD to demonstrate skill necessary to treat patients without referral from a medial doctor)

There is need a referral in hospitals. Physiotherapists have mostly to work under the physical medicine doctors. PMRs order or prescribe the treaments. If there is not PMR ,the medical doctors usually refer to physiotherapist. In adition, Physiotherapist can not assess, treatment and evaluation without referral. There are limitations because there is no licence and Physiotherapy Practice law.

However, for education of physical therapist, the Ministry of Health and the Ministry of Education, Youth, and Sports are responsible for. By law, a Council for Physical Therapy should have been established for overseeing and licensing of physical therapy practice in Cambodian. Unfortunately, the council has not been created.
